I use this on my leather armguard. About as thin as a bootlace. Strong for its diameter. Perfect for armguards.

I need new stretch cord for a windbreaker around the hood and bottom. Is this the same as used for sports clothing? If so, what diameter or width is it?

I am not sure if it is the same as used for sports clothing but it is used on our armguards. I see no reason as to why it wouldn't work for your needs. 1/8" diameter (approx).
