Could this be used on a compound bow riser to install a side mount stabilizer? Hole is predrilled from factory, but not threaded.

That is a press in style bushing that you mat have to epoxy in . we also carry a thread in style that might be more stable ,https://www.3riversarchery.com/front-stabilizer-insert.html . I would defiantly contact the bow manufacture to get there opinion on the correct and safe way to proceed with this procedure . It may void any warranty you may have with the bow .
