I am using this for housing a breakdown survivalist bow. This bow's limbs fold into the riser making about a 24" package that fit well into this sleeve.

Yes, it's just for the limbs. I lay it flat, slide in one limb right side up and the other upside down right next to it. Then I fold over the upside down limb so it's stacked right side up on top of the other one. I wrap the riser in its own padding and tuck the riser and limbs into my bow case.
